Zawaya Developments, EDIC unveil EGP 3.5bn mixed-use SIA Boulevard in 6th of October city

Zawaya Developments and EDIC Developments have entered into a strategic partnership to develop SIA Boulevard in 6th of October city, West Cairo, with total investments of EGP 3.5bn, in one of the most significant partnership agreements in Egypt’s real estate market in recent years.

The two companies also announced a series of new partnerships with specialized firms in property management, operations, and support services, as part of their strategy to deliver a fully integrated mixed-use destination that brings together retail, office, medical, hospitality, and entertainment offerings within a single development.

SIA Boulevard is strategically located at Al-Najda Square in the heart of 6th of October City, one of the city’s busiest and most densely populated areas.

The location provides the project with an established customer base and strong daily footfall, reducing reliance on future urban expansion alone—an important consideration for operators when assessing the commercial viability of mixed-use developments.

A Partnership Between Two Equal Partners

Eng. Mohamed Raouf, Chairman of Zawaya Developments, said that the strategic alliance with EDIC Developments marks a new phase in the project’s development, reflecting a shared vision built on integrating the two companies’ expertise and capabilities to deliver a project that meets evolving market demands and adds long-term value to 6th of October City.

He added that the partnership represents the first step toward further joint developments in the future.

Raouf noted that construction is now underway, with excavation and development works progressing alongside the introduction of a revised master plan featuring a broader mix of services and activities tailored to current market needs. Accordingly, the project is designed to become a vibrant mixed-use destination serving residents and visitors alike, rather than a standalone retail development.

Raouf further pointed out that the companies have signed a series of agreements with specialized operators and service providers across property management, operations, and customer services to establish a comprehensive operating ecosystem.

The project’s development strategy goes beyond delivering real estate units, focusing instead on creating an integrated destination that combines retail, business, healthcare, hospitality, and entertainment, supported by specialized operating partners to ensure long-term operational sustainability and high service standards, he explained.

Complementary Roles Drive the Partnership

Dr. Amr Zaki, Chairman of EDIC Developments, stated that the partnership with Zawaya Developments is built on a complementary division of responsibilities, allowing each company to leverage the other’s expertise in development, planning, and management.

Zaki said that the collaboration marks the beginning of a series of joint ventures, with SIA Boulevard serving as the first project under the strategic alliance.

He added that the project has been repositioned as a fully integrated mixed-use development incorporating retail, office, medical, and hospitality components, in line with the evolving needs of Egypt’s real estate market.

The company has placed a strong emphasis on operational excellence and the long-term sustainability of services, prompting it to partner with a number of specialized property management and operations firms, Zaki disclosed.

Operating Partners

Zaki revealed that Asset Pillar Development and Property Management, chaired by Eng. Fawaz Soliman, has been appointed as the project’s master operator.

Backed by more than 15 years of experience in property management and operations, the company will oversee the management and operation of SIA Boulevard, with the goal of ensuring operational excellence and maximizing the project’s long-term investment value.

Additionally, the company has also appointed Medical Algorithm, an Egyptian-Saudi healthcare management firm chaired by Mahmoud Lasheen, to manage and operate the project’s medical component.

The partnership is intended to deliver healthcare services in line with the highest operational standards, amid growing demand for professionally managed clinics and medical units within mixed-use developments across West Cairo.

Further, the partnership also includes agreements with several specialized lifestyle, entertainment, and service brands.

HPadel & CrossFit, led by Eng. Karim Hatem, will develop and operate an integrated sports zone, while Giggle & Wiggle, headed by Eng. Basant, will manage the children’s entertainment area.

In addition, Guitara Restaurant & Café, owned by Egyptian well-known singer and actor Mostafa Amar, will join the development as one of its flagship food and beverage brands.

Design and Master Planning

Zaki added that Hafez Consultants has been appointed to provide the project’s architecture design and engineering consultancy services, ensuring contemporary designs that align with SIA Boulevard’s new identity while enhancing the overall user experience.

The architecture master plan is centered around an open-air pedestrian boulevard featuring landscaped green spaces and water features, replacing the enclosed corridor layout commonly found in traditional shopping malls.

Most retail units on the ground and first floors will also include dedicated outdoor terraces, a design feature particularly suited to restaurants and cafés that enhances both the customer experience and the long-term operation value of units.

SIA Boulevard comprises a mix of retail units on the ground and first floors, medical clinics, and administrative offices with standardized floor plates that offer flexibility for subdivision or consolidation, in addition to hospitality units.

Market Outlook

The announcement comes at a time when competition among mixed-use developments in 6th of October City is intensifying, as an increasing number of developers shift toward specialized property management and operational models rather than focusing solely on unit sales and handovers.

The trend reflects changing investor priorities, with occupancy rates and operational quality emerging alongside location and pricing as key benchmarks for evaluating real estate investment opportunities in the city.

Dr. Amr Zaki added that construction is progressing according to schedule, with the project targeted to become operational within three years.

He concluded that SIA Boulevard is expected to emerge as one of the leading mixed-use developments in 6th of October City, further strengthening the area’s position as a fully integrated commercial and investment destination.
